In the gleaming, contact-free city of San Angeles, 2032, every structure is assembled by drones and every feeling is numbed by a government implant called the “Happy Chip.” Bob the Builder and his machine crew, convicted in 1998 of “reckless optimism and unlicensed hammering,” are defrosted to raze the last illegal shantytown before the city’s centennial celebration.

Bob, still wearing his signature yellow hard hat and speaking only in upbeat rhyme, immediately tries to “fix” a broken drone. The act triggers a cascade of malfunctions that re-introduces the forbidden concepts of friction, noise, and joy. His excavator Scoop develops an independent streak; Wendy, the safety officer, begins to feel rage for the first time.
